I might be missing something, but it looks to me like the incentive is for people to promote their own stuff - what would drive somebody to discover and promote others?
I'm ok with writers promoting their own content, especially those that have a hard time reaching a large audience on other channels. I believe reciprocity will be a key factor in someone sharing someone else's work. Just doing some good in the world knowing that it will probably come back to you.
That's a great goal, I hope it pans out!
